2009 Youth Golf Scramble Results and Photos
Family Counseling Center, Inc. hosted its first Youth Programs Golf Scramble on May 1 at the Gambit Golf Course in Vienna, Illinois. Seventeen 4-person teams participated in the event. The winning all men’s team was Egyptian Health Department with a score of 60, and the winning mixed team was Union County Abstract with a score of 58. Closest to the pin winners were Jim Hadley, Bimp Sampson, Jason Short, and Adam Tyler.
The goal of this scramble was to raise money in order that some age appropriate recreational activities can be offered to the youth served by Family Counseling Center in the southern seven counties of Illinois (Alexander, Hardin, Johnson, Massac, Pope, Pulaski and Union). With changes in regulations and increased state funding cuts, recreational summer activities that were once offered are no longer an option. These activities are extremely important to the youth with whom the counselors work. It allows them to connect with the child outside of an office setting, see the child interact in public and observe his/her interaction with peers. A great deal of information about the youth and their habits or patterns is gained from these types of interactions. Family Counseling Center Director Larry W. Mizell hopes that the funds raised from this event will allow the agency to continue offering some of these types of activities.

Larry Mizell highlighted among local business leaders
Executive Director Larry Mizell was highlighted among sixteen business leaders during a community leaders breakfast hosted by John A. Logan College on May 1, 2009. He has also been featured in a two-page article in the Southern Business Journal’s annual “Leaders Among Us” issue.

Larry Mizell of Vienna worked his way to the top of the Illinois Department of Corrections, serving in various capacities throughout his career. After retiring in 2000, Mizell accepted a role to lead a non-profit agency, the Family Counseling Center, Inc., which provides residential services to developmentally disabled people in Johnson, Hardin and Pope counties. He has led several projects related to this role and remains active in various community groups and boards.
JCDT Open House
The Tri-County Board of Directors and Larry W. Mizell, Executive Director for Family Counseling Center, Inc., proudly announce an Open House for the new Johnson County Developmental Training Center, 100 Oliver Street, Vienna, Illinois 62995.
This building was previously owned by Jerry and Phyllis Oliver of Cypress, Illinois.
The Johnson County Developmental Training Center facility, is a day treatment and workshop for adults with developmental disabilities operated by Family Counseling Center, Inc., The building was certified February 6, 2009, by the Illinois Department of Healthcare & Family Services’ Bureau of Accreditation, Licensure and Certification to occupy the building for services. Consumers relocated there on February 17th and programming began. The building also houses offices for the agency’s Developmental Services Division.
The open house will begin at 11:30 a.m. and continue until 5 p.m. on Monday March 23rd 2009.
The public is cordially invited to tour this beautiful facility. Refreshments will be served.

Message from the Executive Director – Fiscal Year 2008
Fiscal year 2008 could best be described as a year of action and diversity for Family Counseling Center, Inc.
Results of the previous year’s fiscal audit required action to reduce expenses and increase revenues where possible. Decisions were made to phase out some programs that were providing much needed client services, but which were a negative drain on the agency’s budget. Reorganization, reallocation and not filling positions vacated by resignation, termination and retirement became a priority in an effort to bring the agency in line with a positive balance of income over expenses.
Individual contracts for services were reduced where applicable. The Administrative Division Director position was abolished and job tasks divided and distributed to other existing staff. “The Haven” a program to provide housing, counseling, support and substance abuse treatment for the homeless was phased out. As the state of Illinois continued to increase the “fee for service” concept of billing, necessary action was taken to ensure designated staff met their billing requirements. The state of Illinois Department of Human Services redirection and interruption of rules and regulations established by the federal government resulted in the loss of the Assertive Community Treatment program and the implementation of the Community Support program which required the necessity to reduce the number of staff positions and the downward reallocation of a position. Additional action was implemented by the agency to reduce commodity, travel, equipment and training expenses.
The much-anticipated Grand Opening of the $6.2 million – Autumn Ridge Supportive Living Facility in Vienna was a major move of diversity on the agency’s part. The grand opening held on April 15, 2008 acknowledged the contribution the facility would be to individuals and families throughout our region. Forty-six apartments for seniors 65 and older who had some need of assistance was a major venture the Board of Directors unanimously agreed on. It is the first time in the agency’s history that such a bold and innovative goal had been established and met. Meeting the needs of a community while diversifying the agency’s income is a plan that has brought both praise and recognition to the agency.
Economic and state budget woes create emotional and challenging times for each of us. Facing these challenges and making necessary decisions is not an easy task. It has required significant commitment and dedication to getting the job done. I am very proud of the employees of this agency who can and do step up to do their part. The willingness of our employees to do more sometimes with less speaks volumes about who they are and how they care for others as they make a difference in the lives of their clients/consumers.
Individual performance is most often the result of good leadership. The Family Counseling Center, Inc. Board of Directors is to be commended for their foresight and leadership in moving this agency forward during these difficult economic and changing times. Without such leadership we would not have ventured into new frontiers. Each step we build takes us to a new level and opens the door with new possibilities, while all the time expanding our ability of “Helping others help themselves.”

Autumn Ridge Groundbreaking Ceremony
Family Counseling Center, Inc. welcomes you to the 7.6 acre site of the new Autumn Ridge Supportive Living Facility at Vienna. This $5.2 million project with the 46-apartment facility will be comprised of one and two bedroom units. The Illinois Department of Health and Family Services, Bureau of Long Term Care, has approved the design and granted certification approval of the Autumn Ridge facility for individuals 65 and older, who are in need of some support, so they can live as independently as possible.
The facility will include a laundry, hair salon, and dining room with large screen television, enclosed courtyard with gazebo, walking trail, picnic area, pet walking area, lawn care, and available storage units in a safe and secure environment. Autumn Ridge will offer services such as meals, housekeeping, laundry, medication assistance, a personal response notification system, social activities, community field trips, transportation, personal quality care assistance, and 24-hour staffing seven days a week. Seventeen new jobs are expected to be generated with the Autumn Ridge Supportive Living Facility, with a considerable number of interim jobs contributing to construction.
Initial funding, which allowed Family Counseling Center, Inc. to consider this project and pay for the feasibility marketing studies, legal costs, site surveying and plot design layout, was provided by a grant from the Southernmost Illinois Delta Empowerment Zone. A grant from the Illinois Affordable Assisted Living Initiative (LISC) of Chicago, added needed support funding to assist in the initial expenses, including preliminary architectural work. Peoples National Bank and U.S. Department of Agriculture Rural Development are providing the loans to fund the completion of the site work and actual construction of the facility, parking lot, roadways and storage units.
Architect and Coordinator for the project is Architechniques, Ltd. of Herrin. Deitzen Development–Brookstone Estates of Effingham provided design concept and consultation support. Other entities contributing to the project include Shawnee Survey and Consulting of Vienna, Haines Engineering Consultants, LLC of DuQuoin, Holcomb Foundation Engineering Company of Carbondale and Clarida-Zeigler Engineering Inc. of Marion. Mott Excavating, Inc. of Vienna has completed the site work and Evrard-Strang Construction Inc. of Marion was awarded the general contract to build the Autumn Ridge Supportive Living Facility. Illinois Egyptian Building and Trades Construction Council union members will be utilized in the facility construction.

Message from the Executive Director – November 2006
A wise old Indian once said, “When I step my foot upon this earth I leave an impression. Sometimes it is shallow, and sometimes it is deep, depending on how solid the land and the load that I carry.” Tri-County Board Member Wanda Rankin passed away on May 29, 2006, but left a deep impression upon this earth. Wanda served for over 15 years as a committed and loyal board member for this agency, all the while carrying a heavy personal load for many of those years. We will miss her strength and wisdom, all the while knowing her contributions will continue to live on in this agency and with all who knew her.
Family Counseling Center, Inc. saw a change in the Behavioral Health Division Director and learned of the resignation of the Developmental Services Division Director this fiscal year. Such losses of knowledge, commitment and experience can be difficult, however the Board of Directors looked upon these challenges as an opportunity to build upon the agency’s strengths and to gain energy to move forward. The agency continued to serve our clients/consumers/stakeholders with continued quality programs and counseling services. A renewed emphasis was placed on reducing employee turnover.
For the first time in several years the employee health insurance rate increase was minimal, allowing the agency to select a plan that provided more coverage with less deductions. Since 1999, the individual employee health insurance cost has risen from $184.23 per month per employee to $320.69 per month per employee. This is a 74% increase over a 7-year period, amounting to a $136.43 additional monthly cost per employee and equaling $153,899.04 additional annual cost for the fiscal year in comparison to FY99 health care costs. This increase in cost contributes significantly to the annual budgeting process and affects the agency’s ability to commit additional funds in other areas.
Fiscal Year 2006 has been a year of continued growth for the agency. The Cache River House settled into a smooth operation, and the agency had the opportunity to purchase a new office building in Elizabethtown. Construction began on a new closed file record storage building on agency owned property in Vienna, with completion expected in early fiscal year 2007. Progress continued during fiscal year 2006 in the design, planning and funding for the Autumn Ridge Supportive Living Facility project.
As we venture into Fiscal Year 2007, we look forward with anticipation toward adding needed office space for the Johnson County Developmental Disabilities’ day training program, the youth counselor’s offices and the Psychosocial Rehabilitation program; the excitement of the CARF survey reaccreditation process, and beginning construction on the Autumn Ridge Supportive Living Facility.

Christina Goins Elected to the Tri-County Board of Directors
Golconda, Illinois – Family Counseling Center, Inc. Executive Director Larry W. Mizell has announced the recent election of Christina Goins to the Tri-County Board of Directors.
Ms. Goins has been employed with Integra bank of Golconda since 2005. As a former Family Counseling Center employee, Christina is no stranger to the agency, its operations or its provision of services to the mentally ill and developmentally disabled. Christina began her tenure with the agency as a bookkeeper in the Financial Department at the Golconda administrative office and was subsequently promoted to Assistant Manager of the Financial Department. Christina knows first hand the importance of the services the agency provides to the community and why she is willing to volunteer her time and attention to help oversee its operation.
Ms. Goins attends classes at Southeastern Illinois College to obtain her Associates Degree in Business Management – Accounting. She is involved in many church and community activities such as Sunday School Teacher and Youth Leader, annual Pope County Project Success Block Party volunteer, SI Yellow Ribbon supporter, annual Christmas Angel Tree supporter and annual Pope County Project Graduation supporter, to name just a few. In her limited spare time, she enjoys reading and spending time with her family.
Mr. Mizell would like everyone to join him in welcoming Ms. Goins to a seat on the Tri-County Board of Directors. Christina’s strong interpersonal skills, knowledge and professionalism will be a great asset in her new role on the board.
Ms. Goins is the daughter of Letina Poole of Johnston City and John Keith of McCleansboro. She resides in the Glendale area with her husband, Sean and their 2 teens, RJ, 17 and Misty, 15.

Robin S. Hawk Appointed as Behavioral Health Division Director
Vienna, Illinois – Family Counseling Center, Inc. Executive Director Larry W. Mizell has announced the recent appointment of Robin S. Hawk as Behavioral Health Division Director.
Ms. Hawk has been employed with Family Counseling Center, Inc. for approximately 7 years, most recently serving as Program Coordinator for Recovery Based Programs. She holds a Masters of Science degree in Rehabilitative Counseling from Southern Illinois University – Carbondale, and is a Certified Alcohol and Drug Counselor and a Licensed Clinical Professional Counselor.
In her new position as Behavioral Health Division Director, Ms. Hawk will be responsible for the administration and supervision of a variety of programs including Adult and Youth Outpatient Mental Health and Substance Abuse Counseling Services, DUI Services, Youth and Adult Sex Offender Treatment Services, Mentoring Services, Foster Care and Counseling Services for DCFS wards, Haven Homeless Family Services; Assertive Community Treatment, Psychosocial Rehabilitation, and Residential Services for adults with chronic mental illness.
Mr. Mizell stated that Ms. Hawk possesses strong interpersonal skills, knowledge and professionalism and will be a great asset in her new leadership role with the agency.
Ms. Hawk is the daughter of Bob and Susan Holderfield of Anna. She also resides in Anna with her husband, Rollie and 2 year old daughter, Madilyn.
Autumn Ridge
Vienna – Representative Brandon Phelps was at the Vienna City Park today, September 9th, to announce to more than 30 in attendance, that Governor Rod R. Blagojevich has approved a recommendation by the Il. Department of Healthcare and Family Services (IDHFS) to grant Family Counseling Center, Inc.’s certification to participate in the Supportive Living Program (SLP). Representative Phelps stated “ what this means is that a planned 46 apartment Supportive Living Complex, for individuals 65 years of age and older will be built in Vienna. “It will mean new jobs and needed housing opportunities.” Representative Phelps complemented Family Counseling Center Executive Director Larry Mizell and staff for submitting an excellent application and for doing their homework in making their personal presentation to IDHFS.

Director Mizell thanked Rep. Phelps for his support on this project and recognized that without his assistance, we would not have received this approval. Mizell went on to express thanks to all of those who had assisted in advisory committee’s and for all who wrote letters of support for the project. He stated, “ This has truly been a community effort, from the encouragement of individuals expressing the need for a Supportive Living Facility to the response and support of individuals and organizations in gathering the needed information for the application.”
Mizell announced ‘Autumn Ridge’ as the name of the complex and explained it will be something of which the community will be proud. The goal is to have it completed and ready to occupy in 24 months. Availability will be for private pay individuals as well as individuals qualifying for Medicaid. ‘Autumn Ridge’ will allow seniors citizens to maintain their independence as long as it is safely possible and take part in decision-making. Personal choice, dignity, privacy and individuality will be emphasized. Services that will be offered in the facility are meals, housekeeping, laundry, medication assistance, personal care assistance, social activities, transportation assistance in getting to medical appointments, shopping and having staff available when immediate assistance is needed 24 hours per day. Comfort, safety and peace of mind will be the major components offered by ‘Autumn Ridge’. It is planned to be located in north Vienna, the area known as the “old” Gleaner nursery.
Majority of the funding and loans for the project will to be arranged through the Illinois Housing Development Authority and the United States Department of Agriculture Rural Development. Southern Illinois Delta Empowerment Zone (SIDEZ) has provided some initial grant funds, which helped cover the cost of the initial requirements of the application process.
